The Singapore public sector has long since recognised the importance of top leadership capability as a key driver for organisational excellence and performance. Jointly organised by the Ministry of Finance and the Civil Service College, the Finance Leadership Programme and the Procurement Leadership Programme aim to educate and discuss about important issues and developments that would impact Finance professionals in the Public Service. YCH Group had the honour of sharing our finance and procurement strategies to top leaders in the Civil Service.

Finance Leadership Programme
The sharing session kicked off on 1st August with the Finance Leadership Programme at the Civil Service College (CSC). Dr Robert Yap and James Ong, Head of Corporate Finance discussed how finance directors can support strategy whilst balancing risks and budget constraints.

Along with Mr Foo Hee Jug, CEO and Ms Chow Siew Ying, Group CFO of Jurong Health Services, they covered topics including growth and tighter budget constraints, how CSC members can get more productivity with lesser financial resources, and how to manage all the disruptions in technology and cyber security.

Procurement Leadership Programme
On 22nd of September, the Procurement Leaders Programme was hosted at YCH ChemPark, where Dr Robert Yap spoke about the company’s journey on managing internal stakeholders, including suppliers and customers. This was a 5.5 day programme which seeks to provide strategic learning opportunities for procurement leaders in the public service.

The agenda for the day focused on topics like selecting reliable partners, supplier relationship strategy, and managing contracts to deliver win-win outcomes on both sides.

Delegates left with a greater understanding of the importance of their roles, elevating from a non-strategic supporting function to a strategic function that is capable of influencing outcomes for their agencies and for the government.
